UK Fire Alarm Electrical Compliance

Fire alarm electrical compliance in the UK is primarily governed by BS 5839 (Code of practice for fire detection and fire alarm systems) and BS 7671 (the IET Wiring Regulations). Together with the Regulatory Reform (Fire Safety) Order 2005, these standards define how every detector, sounder, call-point and supply circuit in your building must be designed, installed, commissioned and maintained.

The Standards You Must Meet

  • BS 5839-1:2017 / 2025 — Commercial &
    Non-DomesticDesign, installation, commissioning and maintenance of fire detection and
    alarm systems in commercial premises, HMOs over 3 storeys, offices, retail, hospitality and
    industrial buildings. Defines categories L1–L5 (life protection) and P1–P2 (property
    protection).
  • BS 5839-6:2019 + A1:2020 — Domestic Premises
    Code of practice for fire detection and alarm systems in single-family dwellings, sheltered housing and
    smaller HMOs. Defines grades A–F and categories LD1, LD2 and LD3.
  • BS 7671 — IET Wiring Regulations
    Governs the fixed electrical supply to the fire alarm panel, cable selection (typically fire-resistant FP200 or equivalent), segregation, earthing and circuit protection. Every fire alarm install requires a
    Minor Works or Electrical Installation Certificate.
  • Regulatory Reform (Fire Safety) Order 2005
    Places legal duty on the ‘Responsible Person’ (landlord, employer or building manager) to ensure adequate fire detection, evacuation and record-keeping. Enforced by local Fire & Rescue Services with
    unlimited fines for breaches.

Who Needs One?

Landlords of HMOs, blocks of flats (common parts), commercial premises, retail units, offices, restaurants, care homes, schools and any building used by the public. Failure to produce a current FRA on inspection by the Fire & Rescue Service can result in Enforcement Notices, Prohibition Notices and unlimited fines.

Legionella Risk Assessment (LRA)

Under the Health & Safety at Work Act 1974, the Control of Substances Hazardous to Health Regulations 2002 (COSHH) and the HSE Approved Code of Practice L8 with technical guidance HSG274, all landlords and duty-holders must assess and control the risk of Legionella bacteria in any hot or cold water system.

    Stored temperatures (≥60°C hot, ≤20°C cold), insulation, lid integrity and sediment build-up.
  • Pipework & dead-legs
    Identification of redundant pipework where stagnant water can incubate bacteria.

    Sentinel temperature checks at the furthest and nearest taps; condition of thermostatic mixing valves and shower heads.
  • System diagram & log book
    Schematic, written scheme of control, monitoring records and remedial action log.

Domestic Lettings & Higher-Risk Premises

For most standard domestic rentals the assessment is straightforward and rarely requires water sampling, provided cylinders are sized correctly and outlets are used regularly. Higher-risk systems — HMOs, care homes, gyms, B&Bs, properties with showers, spa pools, cooling towers or stored water — require a more detailed written scheme, monitoring regime and may require periodic sampling.

Gas Safety (CP12 Landlord Certifica

The Gas Safety (Installation and Use) Regulations 1998 place an absolute duty on landlords to ensure every gas appliance, flue and pipework in their property is checked for safety every 12 months by a Gas Safe registered engineer. The resulting CP12 (Landlord Gas Safety Record) must be issued to tenants within 28 days and to new tenants before move-in.

Penalties for Non-Compliance

Failure to hold a current CP12 is a criminal offence prosecuted by the HSE. Penalties include unlimited fines and up to 6 months' imprisonment per offence. Insurance policies are also invalidated, and Section 21 eviction notices cannot be served without a valid certificate having been issued to the tenant.
